What should I use to take a cheap layer of paint off my car?

I have a 95 stratus, and the previous owner painted towards the bottom of the side skirts. He used a fairly cheap paint, and I scraped off a little out of curiosity and underneath was still perfect. I want to get all the paint off, what would be the best way of my going about this? Should I soak the coating in water and scrape it off or should I try to sand it off or what?What should I use to take a cheap layer of paint off my car?
I would first try a light application of paint thinner in an inconspicuous area to see how it does. Brake fluid also works well for removing paint, however, it will most likely go through the clear-coat and you'll see peeling, like a bad sun burn. If the thinner works, make sure you clean it right away with dish soap. This will break it down so it will not harshly penetrate the clear, then wash, wax and buff. ther is a striper called peeler that only takes off the first layer of paint within discretion.
if its paint i would wet sand it and then paint over it, with whatever paint u wanted
