Just leave the paint buckets outside to dry. Once it's dry just toss it in the trash.
It's only hazardous waste if it contains led. In the USA they stoped putting led in paint back in the 70's
BTW: Modern dried oil paint is not hazardous waste. The oil is linsead oil, from flax seeds.How do you dispose of almost empty gallons of paint?
Here is something nobody will suggest. Can you donate it to some volunteer group such as habitat for humanity?
Paint can be very useful, even in small quantities, to some people. If it is latex or water soluble, it is certainly not toxic waste, so you do not have to worry about that. If you take the paint out and put it in smaller jars or bottles, you can keep the paint for touch up and recycle the cans. If it is exterior paint, how about making some raised beds for your garden and painting the boards the same color as your house?

If it is latex, just pour it on newspaper and put it in the garbage. If it is oil-based, then it is a hazardous waste and you need to dispose of it as such. Our community has a twice/year collection point for such waste.
before i put the can out to dry i put sand in it makes it easier to dispose of
let the paint dry for a week or so. If the cans are almost empty with no liquid in them,the garbage men will take them.
