I would start by trying to tear the wallpaper off. Most wallpaper will separate leaving a thin layer of paper attached to the wallpaper glue. Then you can use a sponge to soak through the paper and dissolve the glue. This all takes time, but its do-able and cheap. I was able to tear off all of the wallpaper in my kitchen in 15 minutes, but then spent the next two hours cleaning the glue off of the wall.
Someone mentioned using a steamer. This is a professional wallpaper removal tool that has a nozzle that puts out steam. The steam dissolves the wallpaper glue as you remove the wallpaper. You might be able to rent one at a tool rental place. Be careful though because that steam is hot.
Someone else mentioned replacing the sheet rock on the wall. That's fine if you're a contractor and time is money. If you haven't done it before, it could come out worse than what you have now.How do I take wallpaper off a wall that has a number of layers of paint over it?
You picked an answer that did not answer anything about the paint removal? Wallpaper is not that hard to remove; it's the paint in between the paper that's the difficult part. BTW, you can buy American wall board in Lowes %26amp; Home Depot cheaper than it'd be to rent a steamer for a few days!

A steamer may work if you can get under an edge and work your way across the wall with it. However, it will most likely leave several places that will have to be scraped off. Even after you spend the time with the steamer, you will still have to repair the damaged wall surface with drywall compound and sanding etc. Depending on how much of it there is, you may be better of replacing the drywall. The process for drywall installation is fairly simple compared to all the scraping and sanding you will have to do otherwise. You can find someone at Home Depot to give you instructions for drywall installation and finishing. I personally know how to paint, hang and finish drywall and if I were in your shoes, I would most likely replace the dry wall. Another option for you may be to pull off all the loose wallpaper and cut out any lifted seams. Then use a 6 inch spreading dry wall compound knife and spread a thin layer of compound all over the entire surface. By skimming the surface this way, you can give the appearance of a new wall. There will however, be a substantial amount of sanding and cleanup before the walls are ready to paint but this could be a less expensive alternative. Good luck
Find out how much it would cost to install all new wallboard in the room. I saw a show on HGTV a few yrs ago about flipping a house; they buy homes in really bad condition %26amp; fix them up %26amp; sell at a profit. One time the living room had many layers of wallpaper and paint in between layers %26amp; after the painters %26amp; the construction boss discussed their best options; they decided their best %26amp; least expensive method would be to put new walls up over the old. These were all professionals in their field so maybe you could think about it.
Steamers work on wallpaper but not on the paint. Paint would have to be scrapped off. That's why if you rent a home to anyone, you should have a clause saying that anything done to the walls or structure must be approved by you.
This happens when people who rent don't care about the property of others. It's a lot of work and everyone who knows says do not paint over wallpaper!
