Genuine milk paint is almost impossible to remove, as you are finding out. It hardens over time, just like concrete. Like someone else said, removing old milk paint will decrease the value of an antique. But if you really want to remove it, the only commercial stripper that works on old milk paint is PDE Paint Remover, a Behlen product, that is carried by the Old Fashioned Milk Paint Company, who has been making genuine milk paint since the seventies.
